Description:
The City of Columbia Bioreactor Landfill operates using environmentally-sound engineering practices for disposal of solid waste while complying with state and federal regulations. The current disposal cell (Cell 5) is the second cell permitted to operate as a bioreactor, where liquids are added to the waste to accelerate decomposition, waste stabilization, and gas production.
Methane gas generated from the landfill is being converted to electricity at the on-site Bioenergy Plant operated by the Water & Light Department since June 2008.
A small vehicle drop-off is available for customers that want to avoid driving on the landfill. The small vehicle drop-off containers are located immediately after passing the scale house. This drop-off location is intended to improved customer convenience and operational safety since driving onto the landfill could be hazardous for small vehicles.

Description:
Brush and limbs are picked up curbside on Mondays There is no charge for this service but they must be placed in the treelawn between curb and sidewalk. Please do not place them along the alley.
Curbside leaf pickup is offered at no charge on a seasonal basis. The beginning and ending dates will be announced. Leaves are to be put in a windrow on the street once the curbside pickups begin. Do not mix any grass or brush with the leaves. Brush pickup is suspended during leaf pickup season.
If you have a major tree and/or limb removal project, the Village will park a dump truck at your property overnight or over the weekend. The truck will be locked and you cannot move it but you can fill up the bed with limbs and firewood. On the next business day, the Village will drive the truck away and dump the material. There is no charge for this service but you must schedule an appointment by calling the Public Works garage at 629-2802.
Grass clippings, leaves, or firewood may be brought to the Village Yard Waste Facility on N. Walnut Street, near the wastewater department facilities. There is no charge to dispose of yard waste this way, but absolutely no plastic bags or other foreign material may be mixed with the yard waste.

Rules and Regulations:
•VILLAGE RESIDENTS ONLY: This facility is for the use of Village Residents ONLY.
•YARD WASTE ONLY: No dumping of garbage, construction material, junk or demolition. debris is permitted.
•NO PLASTIC BAGS: Do not leave material in plastic bags. Empty the contents of the bags and place the empty plastic bags in the barrel provided.
•Observe the signs and place material in the appropriate barrel provided.
•Only mulch and firewood may be removed from the facility, and is only for use on residential properties in the New Bremen village limits. There is a limit of two pickup truck loads of mulch per year.
•Violations of these Rules and Regulations will be prosecuted as Misdemeanors.

The Jay County Solid Waste Management District was organized in 2002 when the Jay County Commissioners chose to leave the Mideast Indiana Solid Waste District. The Jay County Solid Waste Management District is a special district of the Jay County government governed by a seven member board of directors. The district and its staff have been dedicated to providing residents with recycling and waste reductions opportunities since 2002. The district handles recycling for all county residents with the exception of the City of Portland which offers its residents curbside service. The district holds annual events for all county residents to include: free shredding days, free landfill days, an annual Tox Away Day, and various educational workshops and events. The district offers year round electronics recycling, toner recycling, and battery recycling to all county residents. The district houses a large reuse center for educators, homeschooling parents, and any who crafts. The district also offers assistance and education to businesses and organizations.

1.1.1 Facility Type
This facility is a collection, storage and transfer facility. It serves as residential and commercial waste haulers from the area.
1.1.2 Capacity of Facility
This facility is designed to handle mixed solid waste and averages approximately 1,500 tons per year of MSW, with a maximum capacity of up to 3,000 tons per year. The drop-off facility for recycling utilizes various sized containers for recyclable materials. It is anticipated that no more than 500 tons per year of various recycling.

Solid waste is directly off-loaded into the compactor on the concrete pad. Loaded containers are removed and hauled to a landfill or transfer station.
