Description:
Prior to the opening of CHaRM, hard to recycle materials and hazardous waste were collected during scheduled events throughout the year by the Solid Waste Department. A CHaRM (Center for Hard to Recycle Materials) is a one stop drop for items that can’t be recycled at the curb or at the Athens-Clarke County recycling drop-off sites because they are deemed "hard to recycle" due to their nature (chemical composition, hazardous components, size, distance to end-market, etc.). The first CHaRM in the United States was established in Boulder, Colorado and opened in 2001. Funding for the Athens-Clarke County CHaRM was made possible through the approval of the 2011 SPLOST. This funding provided improvements to the old Solid Waste Department location at 1005 College Avenue as well as much needed equipment for processing. The new CHaRM facility opened on November 9, 2015 which allowed for customers to bring hazardous and hard to recycle materials year round. Purchase of equipment as outlined in the Project Concept continues to be purchased as the facility continues to expand and take additional recyclable materials.

The Jay County Solid Waste Management District was organized in 2002 when the Jay County Commissioners chose to leave the Mideast Indiana Solid Waste District. The Jay County Solid Waste Management District is a special district of the Jay County government governed by a seven member board of directors. The district and its staff have been dedicated to providing residents with recycling and waste reductions opportunities since 2002. The district handles recycling for all county residents with the exception of the City of Portland which offers its residents curbside service. The district holds annual events for all county residents to include: free shredding days, free landfill days, an annual Tox Away Day, and various educational workshops and events. The district offers year round electronics recycling, toner recycling, and battery recycling to all county residents. Meet Recycle Livingston, the only non-profit recycling drop off center serving the community since 1989. And we are still committed to reducing the flow of solid waste to local landfills today, even expanding our program to include many hard to recycle items such as household batteries, Styrofoam, latex paint, clothing (usable and unusable), shoes, among other things. Since our beginning, we have relied on volunteer support so we can provide our services at a minimal cost and be available to everyone. Many of the items we accept are difficult and expensive to recycle.
We recycle VHS/Cassette/DVD/Hard drives/floppy discs for $.30/lb for members, $.50/lb for non-members. We also offer confidential paper shredding available for $.50/lb for members and $.75/lb for non-members. Televisions, computers, and miscellaneous electronics are also recycled here however please call for the pricing schedule as it changes. Latex paint is $3 per gallon and $1 per quart sized or smaller. Many of the other items we accept for recycling have no additional fees other than membership fees or gate fees.
Memberships are available for $40/year for regular households and $30/year for persons 62 or older. Or you can choose to pay the $10 gate fee to come and visit our site. The best part...every material we accept is 100% recycled.
